It seems that in WINME, after booting up, it can ask for a password at the DOS screen. I don't know whether WIN98 can be set up that way too.

Sheesh, once you set the BIOS, it should ask for a password when booting. If someone doesn't know the password, there's no way they can boot the machine.
Maybe you missed changing this item: only when securitoption is set to system will it take effect.
Not sure if your motherboard's BIOS is like this. Mine is.
