Prepare a floppy disk. In the "Add/Remove Programs" section of the WIN98 Control Panel there is an option to create a boot disk, which can make a standard DOS 7.1 boot disk.
If you know how to use HD-COPY, you can download other boot floppy disk images from the Internet to make one.
Some image files made with WINIMG are EXE files. You just need to insert a floppy disk and run it, and it will automatically create a boot disk, such as the fully Chinese-localized boot disk Shen Jie made recently.

That does not make a standard DOS 7.1 boot disk, but a so-called "WinDOS" boot disk. To make a standard MS-DOS 7.1 boot disk, first install MS-DOS 7.1 with the "MS-DOS 7.10 full installation edition", then use the SYS command to transfer the system and make a boot disk; or modify an existing MS-DOS 7.1 boot disk to make your own MS-DOS 7.1 boot disk.

First install DOS, then use:
