My cmi8738 sound card can't make any sound under DOS. I've tried N different settings for set blaster, and it still doesn't work. I don't know whether it has anything to do with what gets loaded in config.sys.

The CMI8738 should have DOS drivers. Just follow its installation instructions. I've used it before.
