I remember there was a piece of software specifically for hard disk testing, seems to be called HDTESTER. Please try looking for it online.

The scandisk command checks the hard disk; I don't know whether it can evaluate the hard disk's performance.

Norton has a disk checking tool under DOS, and it's even in Chinese.
