Of course you can, it's just that under DOS, Win98 has to be entered with the WIN command. For details, see: http://newdos.yginfo.net/dosart32.htm

Then that still means it's a dual-boot menu, one for DOS and one for 2000, but 98 has to be entered from DOS? It wouldn't be three options, would it?

There aren't three options, but if you directly type the WIN command under DOS, it will enter the Win98 GUI.

Using the hard disk to install DOS 7.1 is the most convenient and fastest. Actually, if you want to install multiple operating systems, you can use PQMAGIC and create primary partitions for all of them. After installing, you can also choose the operating system.
