Of course you can, it's just that under DOS, Win98 has to be entered with the WIN command. For details, see:

Then that still means it's a dual-boot menu, one for DOS and one for 2000, but 98 has to be entered from DOS? It wouldn't be three options, would it?

There aren't three options, but if you directly type the WIN command under DOS, it will enter the Win98 GUI.
