WINDOWS2000 doesn't have DOS.

The only Windows versions that support pure DOS mode are WIN95/97/98/98SE. WINME can support it after applying a patch. The others are impossible.

Windows9x was originally just an interface/multitasking enhancement software built on top of MS-DOS 7.x, so of course it has pure DOS.
