It seems that starting with WIN2000, the system came with the console command CONVERT so you could convert disk properties. You can enter CONVERT/? to see the introduction for this command.

Maybe you can use the domestic partition tool diskgen to change it under DOS. The Chinese version has instructions.
Before changing it, you'd better back up the partition information first. If it fails, you can still use it to restore the partition table.

Seems impossible, DOS doesn't support NTFS format...
Just keep drive C as FAT32, it's easier to deal with if problems come up, and you can fix them under DOS
