1. Use a boot disk (if not now, then when)
2. What system are you installing, what system ah, DOS, windows, both are n simple, just try it once and you’ll know
3. Virtual CD-ROM drive??? Under DOS??? I personally still haven’t used one to this day (Shsucdhd seems to do this)
Somehow somewhere I've got to choose.
No matter if it is win or lose.

1. Assuming the operating system is still working normally, if you want to enter DOS you can press F8 when booting, and a selection menu will appear. You can choose the mode containing the word “Command,” and you’ll get in. Or choose restart in MS-DOS mode from the shutdown menu. If the operating system has problems, you can use a boot disk to enter DOS.
2. If you are installing the system from a CD, it depends on how many partitions your hard disk has. Under DOS, go to where the CD-ROM drive is, enter the WINDOWS folder, and execute the SETUP command in it to install. For the following steps, just read the on-screen prompts. For example: if your hard disk is divided into 4 partitions total, then the CD-ROM drive would be G. After booting DOS with a boot disk, at a:\> enter
g:
then the drive letter becomes G:. Then at G:\> enter
cd windows
(that way you enter the WINDOWS folder on the installation CD.)
As long as you execute the SETUP command inside the WINDOWS folder, you can install the operating system. At this point, at the blinking cursor, enter
setup
and press Enter once.
After that there will be another prompt asking you to confirm the operation. If you really want to install the operating system, press the ENTER key and installation will begin. For the rest, you just need to watch the on-screen prompts and do as they say. You’ll need to press Enter a few times. Enter the serial number, username, and computer name. One more very important thing: while your operating system is still running normally, it’s best to back up your drivers. If you still have the driver CD that came with your computer when you bought it, then you don’t need to do that. Also, any application software you had installed will need to be installed again.

What I’m talking about here is installing a 98 system. And all operations are only aimed at drive C; the other drives do not change.

3. A virtual CD-ROM drive is not something you must have to install an operating system. I don’t think anyone would use a virtual CD-ROM drive to install a system. It’s just software installed inside the operating system. Just like the Need for Speed you installed, only the name is different. When installing the operating system, you are in DOS, and the hard disk has already been formatted, so where would a virtual CD-ROM drive come from? Just as the moderator said, virtual CD-ROM drives under DOS are very hard to come across. To install a system, you need a real CD-ROM drive.
别问我是谁.

What the poster above said is right, but you must set first boot to CD-ROM boot in the BIOS

There’s no need to talk about 1 and 2, everyone already explained them in great detail.
I’ve also been looking for virtual CD-ROM drive software under DOS for a long time, but unfortunately found nothing.
The OP must also have downloaded a CD image file online. Right now the best method is still to extract it to the hard disk, then boot with a floppy drive and install the extracted installation files on the hard disk under DOS. The steps after that are the same as 1 and 2 above.

Of course, if you have a CD burner on hand, you can also burn it directly to a disc.
