If your doc doesn't have any special formatting, you should be able to see the text with edit

Under pure DOS it probably can't open DOC,

Files with the doc extension were never meant to be Word-only. Back in the DOS era they were plain text files, and any word processor or editor could open them. If your .doc file was generated by Word, especially by newer versions now, there is no corresponding program under DOS that can open it properly.
