One step you mentioned for installing DOS under win2k is sys c:but there is no such command in win2k?
Could it be a mistake.

Installing DOS has nothing to do with Win2000 permissions.

Then why is it that when I use the srcboot tool it says it can't read a file, but it works under win98? What's going on?

sys c:
is a DOS 7.1 command. You're the one who got it wrong, man.
