In Win98 you don't need to install it, just use “Restart in MS-DOS mode” or press F8 when booting

If you want to find a certain file use dis /s; for example, if you want to find fdisk.exe on drive C: dis /s fdisk.exe
If you don't really know how to install a system, then go find an auto-install CD.
