After downloading and installing MS-DOS 7.1 from this site, I found that its CPU usage is always 100%. I installed it under VMWARE4.0. None of the other virtual systems have this problem. As soon as I start DOS, no matter what I do (including running nothing at all), DOS always takes up all the CPU resources. Could it be that it always has a lot of tasks running? Asking the system experts for advice!!

No way. Could it be that some TSR program was loaded? Also, what are you using to check the CPU usage?

I installed it in the VMware virtual machine, so I can check the CPU usage from the real system. I used the default installation. It’s the MS-DOS 7.1 you made, boss.

Do you mean using Windows Task Manager to check VMWare's CPU usage? I tried it, and as long as there is an OS running, its CPU usage is close to 100%.

If you want to effectively reduce VMWare's CPU usage while DOS is running, just load the IDLE program under DOS (this program can be found in VPC). After running it, if you do nothing, VMWare's CPU usage is usually around 0%; otherwise it is always close to 100% (this has nothing to do with DOS at all, it is VMWare's own reason).
