If you use drive A: to make a boot disk, does that mean you can only use a 98 system to make the boot disk? Also, is the DOS external command FORMAT only usable under 98? If you copy this command from 2000 or XP to drive A:, it can't be run?

What are you talking about? Haven't you ever made a DOS boot disk???

win95/97/98/me are all DOS-based, so they can all make a DOS boot disk, it's just that 98's is a bit better.
WINNT/2000/XP are all based on the OS/2 system, so of course its command-line tool FORMAT cannot be used in a DOS boot disk.

Compared with that, the DOS that comes with 9x is still not all that pure (because of some junk code in IO.SYS). But the MS-DOS 7.10 boot disk here is a true, stable, practical pure DOS boot disk. Various MS-DOS 7.10 boot disks can be downloaded in “DOS Boot Disks / LOGO Technology”.
