My DOS 7.1 is the floppy-disk edition (two disks) downloaded from the Internet. It is missing some commands, for example: net. What should I do to make the commands complete, and how can I Chinese-localize it?

Is it installed already? NET is not a standard DOS command, but a network command in software called Microsoft Network Client. After installing DOS, just install it as well.
