What Electric Guitar Invasion said is right. In newer versions of DOS, the two files IO.SYS and MSDOS.SYS were merged into one new IO.SYS.。。

Does "newer versions of DOS" mean the DOS 7.1 made by this site, or the DOS that comes with Win98?

The DOS in Win98 is msdos7.1; it just has a graphical interface built on msdos7.1...
