One file in one of my programs has the filename PCX.COM, but when it is opened it's actually a picture.

Maybe it was downloaded with some tool; for example, with Download Express, just rename it and it should be OK.

There are some specialized tools for this, for example GIFEXE, which can convert GIF into EXE format.
