MS-DOS 7.1 is just what comes with WIN95OS2 and WIN98/SE, nothing more. It's everywhere.

If you're using WIN98, when the blue-sky-and-white-cloud screen appears during startup, quickly press CTRL or F8, then choose COMMAND PROMPT ONLY from the menu to enter it; that is MS-DOS 7.1.

What I'm learning now is 6.21. What practical commands or functions does 7.1 have that 6.21 doesn't? Where can I learn about it?

MS-DOS 7.1 of course has quite a few more functions, and it's more practical too. Look at the article here:

There really is an MS-DOS 6.21 version, but very few people use it.
