Hello, experts:
When I type cd program files it says too many parameters, and when I type cd"program files" it says invalid directory. Can I actually get into this directory or not?
I'm a newbie, please don't laugh at me.
I'd appreciate any advice from the experts.

DOS itself does not support long filenames; you need to load the corresponding driver.
You typed two segments of characters with a space in between, so of course it is an invalid parameter.

Use dir to see what name that folder is shown as, then try cd that name

What do you mean by “DOS itself does not support long filenames”? Doesn't ROM-DOS 7.10 itself support long filenames?
