I basically read through the whole article. It basically says that a WINDOWS system running the NT kernel will save the boot information of a previously installed DOS system into BOOTSECT.DOS, and then add the previous DOS/9X option into BOOT.INI

So is it possible, on a boot disk that has only an NT-kernel system installed, to manually add
BOOTSECT.DOS
IO.SYS
MSDOS.SYS
COMMAND.COM
and then add an entry in BOOT.INI so that it supports booting DOS?

Just put these files directly in the root of the NT system drive; you also need NTLDR, BOOTFONT, NTDETECT, and remove MSDOS.SYS.
Add one line to BOOT.INI:
C:\BOOTSECT.DOS="Msdos"
