I already followed the article “How to boot pure DOS under WinNT/2K/XP ” and set up the DOS and XP boot menu, and I can also enter DOS, but I put all the DOS files on drive C. I want to create a folder on C, like MSDOS, then put all the DOS files into it, modify BOOT.INI and the files that need to be modified, and still have dual boot work. I don't know if everyone understands what I mean, what should I do?

Put io.sys and those into a folder too? That doesn't seem to work. Maybe some third-party software can do this, but I haven't seen it.
Putting everything on another primary partition should work, though.

System files like IO.SYS must be placed in the root directory... DOS and the Windows series are not the same D

Alright then, those few important ones can be put in C:\,but how can the others be put in C:\DOS?

You just need to change the driver paths in config.sys, then change the PATH environment variable, and if needed, modify autoexec.bat too, and it'll be OK (if PATH is set correctly, you can use external commands directly, otherwise you'll have to add the path)

Except for the two files io.sys and msdos.sys, which must be in "C:\", all the other files, including command.com, can be put elsewhere! The method is as stated by the poster above; the location of command.com can be specified in the comspec environment variable

If it's empty, then it doesn't need to be changed
But I forgot one thing just now: you also need to set the PATH environment variable. The specific method is to add a line set path=c:\dos in config.sys, or add a line path=c:\dos in autoexec.bat
Of course, you can also set some other paths as well
