I use a Win98 CD that boots from the CD-ROM to install the system. But there is one thing I don't understand: under this CD's directory there isn't anything that can
boot

Simply put, this image file is just a clone file of a boot floppy, and its function is to let the CD have boot capability. It can be created with HD-COPY and WinImage, etc.
Actually, a so-called image file should mean a clone or backup file that is exactly the same as the original disk, for example ISO, IMG, and so on. Even a GHO file created with GHOST counts, I suppose.
