I'm a beginner. When making a boot disk, are the main things to edit AUTOEXEC.BAT and CNFIG.SYS?

When DOS starts up, it reads CNFIG.SYS first, and then reads AUTOEXEC.BAT, right?

For operating on NTFS-format partitions in DOS, right now I first boot with the boot disk, and then run NTFSDOS.EXE. But that way, the drive letter for the NTFS partition comes after the CDROM. I'd like to ask whether there is a boot disk that can directly operate on NTFS partitions right after booting, and with the drive letters correct?
