What’s a good way to automatically format all partitions on a hard disk under DOS? I’m thinking maybe a batch file command could do it, but I don’t understand it!

There’s no especially good way, just honestly use FORMAT on each partition one by one. If you think it’s too slow, add /q.

……
You’d have to program it to do that...
At the very least you need to figure out two things:
1. How many partitions are there? 2. It has to support multiple partition formats.
The rest is easy.

It can even handle multiple partition formats? Wouldn’t that make a pretty good "virus", hehe....

The OP is a bit too ruthless, aren’t you? Who are you trying to mess with?
