I used the universal boot disk provided by the moderator to enter DOS
and typed the command format f:/q
It displayed CANNOT FORMAT AN ASSIGNED OR SUBSTED DRIVE
The hard disk format is NTFS
Question for the moderator and the experts here: what exactly went wrong that caused me to be unable to format it?
What do I need to do to successfully format my F drive??? Thanks everyone

format does not support NTFS partitions!
If you want to format it, it's best to use a Win2000 or WinXp boot CD to delete the original partition and then rebuild it.
This is the fastest method!

Delete the original partition? You don't mean formatting the entire hard disk, do you?
Can I directly format away the contents of the drive I want to format, for example just format the F drive alone?

Using spfdisk you can format an NTFS partition. If you want to change that partition to FAT32, use spfdisk to change its id to FAT32, then format it, and that partition will become FAT32 format.

You can just delete the C partition that you want to format!
Then recreate the C partition!
Wouldn't the original data on the other partitions still remain there!
Who told you to delete them all!
This is the fastest way!
