The motherboard is an EPoX 8RDA+ULTRA, the system is WIN98, and the power supply is a Dafengche 300W.
Every time after shutting down, the optical mouse and keyboard (Logitech optical set) still won't lose power. The mouse light stays on, and the keyboard's "Numlock" light also stays on. I don't know why.

This is very normal, because even if it has already been shut down, as long as the host power supply is still connected, the system's peripheral circuits are still working.

There is an option in the BIOS called USB POWER, just turn it off!

They're both right. It's different for different motherboards.
Why not just try it and see!
Anyway, when I ran into this problem before, that's how I solved it!

Older motherboards use jumpers on the motherboard,
newer boards use BIOS software settings,
the purpose is to make things more convenient for everyone.

My BIOS doesn't have a "USB POWER" option. It has these two items: "USB KEYBOARD SURPPORT" and "ENHANCE USB COMPATIBILITY". They're both under "INTERGRATED PERIPHERALS". I don't know which one to set.

I'm dizzy, maybe that method only works for me As for other people~~~~~~~~~~~~~~ who would still dare meddle in "other people's business" next time?
