There is a very novice question to ask everyone:
I downloaded a Chinese bootable disk, which is 1.4m. After I formatted the floppy disk, it is only 1.38m. What should I do? Can I use a partitioning software to partition it into 2 parts? Thanks!!!!!!!!!!!!!!!

No need, it should be read in with HD-COPY and then written to the floppy disk. HD-COPY will automatically expand the floppy disk.

Directly copying it in won't work,
because this is an image file!

Thanks for everyone's help! I found that WinImage is more user-friendly, and there is also a Chinese - language version ^_^

WinImage cannot read all IMGs made by HD-COPY 100%, so sometimes you still need to use HD-COPY for preliminary work.

Agree with the view of the person above!
I first used HD-copy2.3 to read, then used winimage to edit, and finally used HD-copy2.0 to write!

Load hdcopy with "HD-COPY /I-", then read the img, then write the img, then edit with winimage

It's better to make self-extracting IMG
