After loading the software for the Tianhui Compatible Chinese Character Support System, when booting the system from a floppy disk it can't display Chinese characters, only English. Under Win98 it's fine. What's going on, and how can it be solved? Is there any replacement software?

Do you mean that after booting the system from a floppy disk, you then load the Tianhui Chinese character support system, and then load the software??
Please carefully compare the steps you use to get to the Tianhui Chinese character support system in these two situations (booting the system from a floppy disk and under win98), as well as the display messages on the screen.
If in these two situations, after running the Tianhui Chinese character support system, before running the "software you want to load," Chinese can be displayed, but after running the "software you want to load," Chinese can no longer be displayed, then it's possible that this "software you want to load" conflicts with the Tianhui Chinese character support system. --> But you said it's fine under win98, so that rules out this possibility.

Oh, I think maybe you're running that "software you want to load" in a DOS window under win98? It seems that a DOS window under win98 directly supports Chinese display, so it doesn't need help from the Tianhui Chinese character support system. Full-screen mode does, though.

Actually, after the Tianhui Chinese character support system is successfully loaded, there is a prompt message. Also, there is a status bar at the bottom of the screen (like the taskbar on the Windows desktop, at the bottom of the screen). You can use this to tell whether the Tianhui Chinese character support system was loaded successfully.
