It seems that VPC can. If there are some error prompts when running the boot disk, if installing, a special method is needed.

I tried to install the PC-DOS 4.00 system on the hard disk of Virtual PC 5.2 but it always didn't succeed, but I found that this system can be installed on a floppy disk, only that I have to repeatedly switch the floppy disk during installation. The following is the PC-DOS 4.00 I have installed. When starting in the virtual machine, just give priority to booting from this disk to enter the PC-DOS 4.00 system. MS-DOS 4.01 can only boot from a floppy disk under VPC, and cannot boot from a hard disk.
