I want to learn how to use DOS to reinstall Win98. Please help and teach this newbie. I have a Win98 installation CD. At first I still knew to change the setting in the BIOS to withCDROM, but after entering DOS I don't know what to do. It seems the first step is dir a:, and after that I have no idea. format is the command for formatting a disk, it has nothing to do with installation...

％cdrom％ is just the variable for the CD-ROM drive
For now, don't worry about understanding it that clearly
You can just type your CD-ROM drive letter
cd (is the command for setting the current working path) the directory where win98 is located (I typed this wrong yesterday and misled you, sorry..)
dir is the command for viewing all files and folders in the current working path. If you're sure which directory a file is in, then you don't need it. If you don't know, you can use it to take a look...

smartdrv is a command for loading cache
2048 is the size of the cache area being set

j was an extra letter typed by Ru Shi while typing pinyin (the first letter of jiazai, "load"! It doesn't mean anything.
