scanreg seems to be for restoring the registry, but after booting from the CD, why can't it be used? Also, what exactly is its usage and what are its parameters?

scanreg is a command only found in msdos7
It's in the windows/command folder of 98. If you're using 98, just point to the path and you can use it. Of course, you can also copy it into 95 and use it. It's graphical. Very easy to understand. You can check the parameters with /?.... |
