When I send data to the COM port, the program sometimes thinks the COM port is occupied, but actually it isn't.
What method can I use to solve this problem

Is this under a DOS window in WIN, or under pure DOS?

Old programs have poor compatibility.
1. First use the serial port with a Windows program, then after exiting try the DOS program again.
2. Check whether there are any special settings in the BIOS (especially on laptops).
3. Then the only choice is to exit the system and enter DOS mode

Let me bump this again myself.
I hope that before sending data to the COM port, I can first forcibly clear the previous data, or make the program think the COM port is idle.
Many thanks to everyone for the help
