I seem to remember that
early on they were required to be in specific locations, occupying specific entries in the FAT table (seems like the first and second ones maybe); later the requirement was relaxed, and only specific FAT table entries were required, I think.

In DOS 6.22 and earlier versions, there are strict requirements.
In DOS 7.0 and later versions, there are no requirements; you can delete them freely and then copy them back into a different location.
