If there’s too much in the file and one screen isn’t enough to show it all, then how should the type command be used (or some other command)?

For DOC files, you shouldn’t use type to view them.
You should use View 17.2 to view them.

If it’s MS-DOS 7.x, then just use the MORE command directly in place of the TYPE command, for example:
MORE C:\CONFIG.SYS
MORE C:\CONFIG.SYS
