Personally, I think it's certainly a good thing if a forum is active, but it can't be forced, nor is it necessarily the goal pursued by every non-entertainment, non-commercial website/forum. Let nature take its course.
As for what you said about it being “too specialized,” I think this place is only at an amateur level among specialized forums. As for what really counts as professional... there are plenty online; I don't think you haven't seen them.

The forum isn't very active; personally I think it's because it's too specialized!
