China DOS Union

After I boot with a CD containing a boot program, I type format c:/s but after typing, the screen shows "Insufficient memory to load system file format terminated". But if I type format c: it's okay. How can I solve this? Thanks for the guidance

When booting, skip all the things that can be skipped. (That is to say, there is no need for CONFIG.SYS and AUTOEXEC.BAT to play a role) Just the most minimal startup, and there is a FORMAT.COM file.

The meaning of the above English is: There is not enough memory to load the system format file on the terminal........
Personally, I think that when the basic memory in the system is insufficient, extended memory needs to be called, but it is because the program emm386.exe that supports extended memory is not loaded; you can try to write in the config.sys file
device=[driver:][path:]emm386.exe
lastdriver=Z
Finally, save and restart!

Because I used the Win98 CD to make it,
I don't have a floppy drive myself.

2 I used the Win98 boot disk
3 But I don't install Win98,
4 I need C including the boot program command.com
5 My purpose is to make a one-key restore area, which can be selected in the boot menu

Win98 has the /s switch, but it seems that WinME doesn't support it.
