DOS 6.22 and later versions do not provide this command. I haven't been able to find an older version.

Try the “MS-DOS 7.x full direct-run edition” in the site’s “DOS Systems” section. It has DOSSHELL in it.

Actually, a lot of software nowadays can replace that DOSSHELL, or rather, those programs themselves are an excellent dosshell. For example DN, VC, List, etc... They’re in the download section of New DOS Paradise.
