Do both systems have to be installed in one active partition for a dual-boot setup?
Can I install DOS on drive C and 98 on drive D, and dual-boot?

As long as they are primary partitions, you can install them however you like with no problem. You can use spfdisk to install a boot manager.

When setting up dual boot, remember to install it in the MBR

C: install MSDOS71, D: install WINDOWS95
How should I install them?

Also, how do I do what DD said: "When setting up dual boot, remember to install it in the MBR"?
Isn't there a Chinese edition of SPFDISK?

Yes!! When installing with spfdisk, just choose install to MBR.

Use spfdisk to make both c and d primary partitions, then install the boot manager options msdos71; windows95; then boot them separately to install. If the boot menu disappears after installation, run spfdisk again and rewrite the boot menu once more.

Can baslinux
be used as an independent system
to make it a 3-system setup?
Also, when I am in MSDOS71 mode, after executing BOOT.BAT (BASLINUX2.0), it reboots and goes straight into DOS
and cannot enter BASLINUX. According to its official website, no settings are needed at all!?
So where exactly is the problem

What you want above can definitely be done.
Without using any other software tools> just use MS's OS LOADER
