For example, msdos7.1, there are two images.
Now I want to use this as a base and add some things into it,
how do I merge them?

Also, if the two images are completely different, can they still be merged? For example, one is a Ghost boot disk, and the other is a pqmagic boot disk.
After merging them, which files need to be modified so it can boot normally and all functions can still work?

Extract the files from one image file and put them into the other image. Use WinImage.

Just use WinImage to add the files from the other image (except core system files such as IO.SYS, MSDOS.SYS, COMMAND.COM), then modify AUTOEXEC.BAT and CONFIG.SYS as appropriate, and save.
