Question about how to install drivers for an Intel 865PE motherboard under DOS 7.10
The motherboard driver CD has no drivers for DOS, and the application cannot control external devices through the COM1 port. What do I need to do to make the program control external devices through COM1?

I’ve never heard of DOS needing motherboard drivers. Most mice used to connect to the COM port, and they could be used as long as you ran the mouse driver. To drive the COM port, I think it should be enough to run the driver for the connected device. What device is the OP’s COM port connected to?
