I downloaded msdos7.1 from you
But when I run this command (a:>sys a:c  , it gives the following message: Required parameter missingWhy? You said it could be run~~~ |

That's a problem with how the SYS command is being used, not a problem with the boot disk. The correct usage is: SYS A: C:, not SYS A:C: (there is a space in between).
