I entered DOS using the Windows 98 CD boot disk, then typed the ver command, but it didn't give the DOS version.
It showed "windows ??? (forgot)" instead. But when I use the DOS system downloaded from this site and type ver, it shows "dos7.1"
Why is that??? Question~~~

This really is a pure DOS system, it's just that Microsoft altered the displayed version number a bit. If you use an external version-checking tool, you'll see that it's version 7.1.
