In the boot menu, select "Command Prompt Only" to enter pure MS-DOS 7.10. Then at any time, you can enter the Windows 98 interface using the WIN command at the DOS command line. If you want to make a multi-boot, try the MS-DOS 7.10 boot disk I made:

In fact, the system files of DOS are placed on the C drive. Create another folder (for example, C:\COMMAND) and copy the DOS external commands into it. Actually, there is no need to use XOSL; just use the startup menu that comes with Win2K. Anyway, that's how I do it.

It doesn't work. The floppy disk is good.
My floppy drive is also good,
because I have used other boot disks and they can all boot.

I've never had any problems making boot disks with DI. Maybe it can't recognize some floppy disks. I now have HD-COPY.EXE (HD-COPY) included in the downloaded ZIP file, and it's okay to try using it to make a boot disk.
