1, boot the computer with a 98 boot disk (an ME disk won't work).
2, A:\>SYS C:
3, C:\>MD DOS
4, copy all the files in the virtual hard disk to the DOS directory.
That completes the installation of a simple DOS system.

Question for the experts, what is wrong with doing it this way.

An ME disk is ineffective, but an MS-DOS 8.0 boot disk will work, because it can already boot into pure MS-DOS 8.0.

Just that simple? Isn't this the installation method from before DOS 3.3? There was no SETUP.EXE before DOS 3.3. Is it enough to copy the installation disks to drive C and then do SYS C:?

Actually, installing DOS is just a process of copying files, it's only a matter of completeness. SYS C: like this is enough to let the system enter the DOS interface; what's missing is only the completeness of the commands, the environment should already be there. A lot of people first boot with WIN98, then do SYS C:, and then install WIN 2000 or WIN XP. That way, when the system restarts for the first time after installation is complete, there will be an extra menu, and one of the items in it can be regarded as a simple DOS, but it's very incomplete, so you need to COPY some of the most basic DOS files into the C: directory, and then it will be usable.

Microsoft never released MS-DOS 8.0! It's just that people usually regard the DOS in Windows ME as the highest DOS version, 8.0, because Windows ME was Microsoft's last operating system with a DOS kernel!
