After booting the computer with a Win98 boot floppy, I entered the command A:\>sys c:, but it couldn't transfer the system files. What's going on?

Then that means the SYS command is unavailable at that time (there is no such command in the path specified by PATH). Try booting the system with the MS-DOS 7.10 boot disk I made, then run the SYS command:

I successfully transferred the system files with your boot disk, and the computer can already boot from the hard disk into DOS. Is the next step to copy all DOS commands to the hard disk, and then the DOS system installation will be complete?

One more question: why is it that the Win98 boot disk can't execute the SYS C: command, but this boot disk you made can?

That means the system can't find the sys command.
You have to add it to the PATH directory; only then will it work.
you can try.

That's because the MS-DOS 7.10 boot disk I made contains the file SYS.COM. But that so-called boot disk does not.
