I'm a computer newbie and haven't installed an operating system before. For example, if I have a machine that's already been partitioned, set it in CMOS to boot from the CD-ROM, and then insert the CD, can I install the operating system that way, or do I still need to load the CD-ROM driver?

You can first boot with a DOS startup floppy, then use commands like SYS to transfer the system, and then use commands like COPY to copy the other DOS commands. That way a simple DOS system is installed. For example, try the MS-DOS 7.10 boot disk I made:

Under DOS, the CD-ROM can boot from the CD, it's just that the CD-ROM driver has already been loaded during the boot process!

XCOPY, LCOPY, XXCOPY, etc. all work.

The CD-ROM boot setting in CMOS has nothing to do with the DOS system. If you're booting into DOS, you need to load the CD-ROM driver, then enter the CD-ROM drive letter, cd to the installation directory, and run setup.

After partitioning, you still have to use format /s to format it. Only a formatted hard disk can be used. The /s parameter can only be used to format the primary partition, that is, only drive C can use it. For the other drives, when using format: you don't need the parameter. For example, to format drive D, just type format d: and press Enter.
