I used the WinImage software to expand it to the C drive and boot with VFloppy.exe!

Is the MSDOS 7.10 you downloaded a boot disk or an installation disk?

VFloppy.exe (Virtual Floppy Disk Setup): Boot settings: are Microsoft Windows XP Professional and Microsoft DOS respectively; Image file: C:\BOOT.
Use WinImage software to expand ms-dos 7.10 to C:\BOOT. When booting and selecting: Microsoft DOS, will install ms-dos 7.10, after restarting, select: Microsoft DOS, still need to install, why? Thank you for the webmaster's concern! |

It should be that you mistakenly downloaded the MS-DOS 7.10 installation disk instead of the boot disk. The DOS boot disk should not prompt for DOS installation, while the DOS installation disk is like this.
