Actually, I don't really know how IF works. I'm just doing a test here and giving my personal opinion. Specifically, it still depends on everyone's joint efforts!

Just now I tested it and it worked:
if 041 equ 0x21 echo. equal
if not 33==0x21 echo. different
pause

if 001 equ 001 echo. equal
if not 05==005 echo. different
pause
