It's best not to do a low-level format...
It does quite a lot of harm to the hard disk..
In your situation, it hasn't reached that step yet...
Track 0 damage isn't necessarily hopeless either..

It's very likely there are bad sectors that can't be repaired.
Try some other tools. If that doesn't work then it's definitely broken,

For this kind of thing, you can only find the nearest friend around you who is really proficient in DOS (or in all kinds of hard disk concepts) to help you. Other people can't really help you over the internet. You hear this and that from others, but you still can't immediately understand it all in your head (and what they say may not be very clear either), and you yourself can't judge it. If you just try things blindly, you'll only wreck your hard disk. Of course, if you don't care, or if you're willing to pay some tuition for this, then just pretend I didn't say anything.
