No, it's the pure DOS environment brought by Win98. After setting the path in autoexec.bat, enter the pure DOS to view, there are always two paths of c:\windows and c:\windows\command. The newly added path can only be placed after these two default paths.

If you add it in AUTOEXEC.BAT, there will be the result you mentioned, but if you define the path with the PATH command after entering the DOS system, it will overwrite the original path and become the newly defined path. If you want a permanent solution, then you can only open MSDOS.SYS and set the path in it.

There's not much to say about the PATH command.
path; Delete all PATH paths.
path=%path%;Add new path. This is to append on the original PATH path.
